Energy Secretary Responds to Proposed Legislation

Strategic Production Response Act would limit presidential authority over Strategic Petroleum Reserve.

Energy Secretary Jennifer Granholm sent a letter to majority members of the House, expressing her concern about the drafted Strategic Production Response Act. The bill was introduced a few weeks ago by Representative Cathy McMorris Rodgers of Washington and would limit presidential authority over the U.S. Strategic Petroleum Reserve (SPR). President Joe Biden tapped into the reserve repeatedly last year, lowering its oil levels to its lowest point since 1984.

“This bill would significantly weaken this critical energy security tool, resulting in more oil supply shortages in times of crisis and higher gasoline prices for Americans,” Secretary Granholm wrote to the House energy panel. Representative Rodgers, who is chair of the House Energy and Commerce Committee, responded to the letter, claiming that both the president and the Energy Department depleted the SPR “with no real plan to refill it.”
