Outgoing Director of National Intelligence Tulsi Gabbard released declassified evidence late last week showing that the United States had funded and supported at least 120 biological laboratories worldwide. The director said that the “evidence regarding the full existence and funding of these laboratories had been knowingly withheld from the American people.”
“I’m releasing never before seen intelligence revealing new evidence of past US government funding for more than 120 biolabs in over 30 countries, including Ukraine,” DNI Gabbard stated. “In support of President Trump‘s Executive Order to end federal funding of dangerous gain of function research around the world, and increase transparency and accountability, ODNI will continue working with partners across the Administration to identify where these labs are, what pathogens they contain, and what ‘research’ is being conducted.”
DNI Gabbard issued new guidance to the Intelligence Community directing increased collection on these laboratories and facilities overseas, including details on clinical trials that are underway at these facilities.
The director also retracted Intelligence Community Assessments on the Havana Syndrome that were issued in March 2023 and January 2025 that relied on an “ethically flawed medical study.” Her office stated that future assessments “will adhere to rigorous ethical standards, incorporating all available intelligence sources and engaging a broad range of experts.”
