OMB Reviews and Updates Grant Distribution Practices

The White House effort focuses on grant oversight, funding procedures, and federal award compliance measures.

The Office of Management and Budget (OMB) is updating a rule for grant distributions to give federal officials the final authorization over federal monies. The OMB’s rule would increase the use of oversight tools such as the E-Verify and the Treasury Department’s Do Not Pay systems, strengthen performance monitoring, and require faster referral of fraud allegations to inspectors general and the U.S. Attorney’s Office.

The office has also requested information from federal agencies regarding funding provided to 49 nonprofit/non-governmental organizations (NGOs) across fiscal years 2024 through 2026 as part of a wider review of federal spending practices.

“Agency responses should include all grants (including grants then provided as subcontracts or subgrants to other entities), cooperative agreements, loans, contracts (including subcontracts), and other monetary awards (awards or subawards) in the total amounts,” the budget data request states.

Agencies such as the Department of Health and Human Services (HHS), the Department of Transportation (DOT), and the Department of the Treasury would be most affected by the revised processes.
