Judith Ellen Levy was born in 1958 in Bloomington, Indiana. She earned an undergraduate degree from the University of Michigan and received her Juris Doctor from the University of Michigan Law School. She clerked at the U.S. District Court for the Eastern District of Michigan. 

She worked at the University of Michigan Hospital and served as the bargaining chairman for a union of federal, state, county, and municipal employees for three years. She was a trial attorney for the United States Equal Employment Opportunity Commission and later served as an Assistant U.S. Attorney in Michigan’s Eastern District. 

She was nominated by President Barack Obama to a seat on the United States District Court for the Eastern District of Michigan. After a cloture vote, the Senate confirmed her with a 97-0 vote. She received her judicial commission in March 2014. 

Levy has three daughters. 

In the News…

The city of Flint, Michigan, had allowed the city to use water from the Flint River in 2014-15 without treating it to reduce corrosion. As a result, lead in old pipes broke off and flowed through taps. 

Now Judge Judith Levy of the U.S. District Court for the Eastern District of Michigan has approved a sweeping $626 million settlement. Most of the money, $600 million, is coming from the State of Michigan, which was accused repeatedly of overlooking the risks of switching Flint’s water source without treating the water to prevent what turned out to be a disaster. 

The remainder of the settlement is coming from the City of Flint, McLaren Health, and engineering firm Rowe Professional Services. 

The deal makes money available to every Flint child who was exposed to the water, every adult who can show injury, certain business owners, and anyone who paid water bills. 

Judge Levy said, “The settlement reached here is a remarkable achievement for many reasons, not the least of which is that it sets forth a comprehensive compensation program and timeline that is consistent for every qualifying participant.”
