President Signs “PROGRESS for Indian Tribes Act of 2019”

Legislation promotes tribal self-governance.

President Trump signed the PROGRESS for Indian Tribes Act of 2019 bill this week. Introduced last year by Senator John Hoeven of North Dakota, the legislation replaces the Tribal Self-Governance Demonstration Project of 1988 which had reduced government oversight and expanded tribal management of programs and expressed the nation-to-nation relationship between the U.S. and each Native American tribe.

In the signing statement, the president said, “This Act makes several amendments to enhance tribal self-governance under the Indian Self-Determination and Education Assistance Act of 1975 (ISDEAA) and helps promote my Administration’s goal of further empowering tribes.” The bill aims to provide “federally recognized tribes and tribal organizations with greater control, flexibility, and decision-making authority.”
