Andrew Steven Biggs was born in November 1958 in Tucson, Arizona. He earned a B.A. in Asian Studies from Brigham Young University, an M.A. in Political Science from Arizona State University, and received his Juris Doctor from the University of Arizona.

Biggs began his career as an attorney in New Mexico. He then relocated to Phoenix and served as a prosecutor. He served as a member of the Arizona House of Representatives for eight years and was later a member of the Arizona Senate for eight years. He spent four years as President of the Arizona Senate.

Biggs was elected to the U.S. House of Representatives, assuming office in January 2017.

Biggs is married to Cindy, and they have six children. He is Mormon.

Congressman Andy Biggs of Arizona has introduced legislation that would extend federal control of the Metropolitan Police Department for six months under President Donald Trump. The Home Rule Act of 1973 provides for Congress to authorize an extension of the executive branch’s oversight beyond the original 30-day emergency. The legislation would also eliminate cashless bail.

Representative Biggs stated that the city leadership has allowed the criminal activity, saying, “They have unprosecuted crimes; the Metropolitan Police cannot make all of the arrests they need to make because they have not received support from the D.C. Council and the D.C. Mayor.”

“What President Trump is doing is, he is giving them a pause here and giving them support,” Congressman Biggs added. “When our nation’s capital faces lawlessness, violent crime, and breakdowns in public order, the federal government has a responsibility and a constitutional duty to act decisively.”
