Two committees to review student loan and Pell Grant reforms under One Big Beautiful Bill Act
The U.S. Department of Education’s Office of Postsecondary Education recently announced it will begin two rounds of negotiated rulemaking to carry out provisions of the One Big Beautiful Bill Act (OBBB), a higher education law signed by President Trump. A public virtual hearing will be held to gather recommendations for updating regulations on federal student loans and Pell Grants.
“The Department is taking swift action to implement President Trump’s One Big Beautiful Bill Act. The new law will force colleges and universities to focus more on post-graduation outcomes, facilitate more workforce pathways, make student loans simpler for borrowers, and ensure taxpayers are not forced to pick up the bill for mass student loan forgiveness,” said Acting Under Secretary James Bergeron. To oversee implementation, the Department will establish two committees: the RISE Committee, which will address changes to federal student loan programs in sessions this September and November, and the AHEAD Committee, which will focus on Pell Grants and institutional accountability during meetings in December and January. As required by the Higher Education Act, the rulemaking process includes public input.
As the Lord Leads, Pray with Us…
- For clarity and fairness in the rulemaking process and that decisions made during these sessions will reflect the diverse needs of students, educators, and taxpayers.
- For those leading the regulatory process, including Acting Under Secretary Bergeron and Department of Education staff to remain committed to equity, transparency, and the long-term well-being of learners.
- For students and families impacted by these changes, that they would be able to navigate any new requirements or systems with ease, and that access to meaningful education and workforce opportunities would grow across communities.
