President Donald Trump’s proclamation on imports of quartz surface products (QSP) under Section 202 of the Trade Act of 1974 goes into effect today. The measure is intended to protect domestic production and support U.S. competitiveness, but provides certain tariff exclusions.
The action implements a safeguard measure establishing a four-year tariff-rate quota (TRQ) on imports of quartz surface products. The president issued the proclamation two weeks ago based on a report from the United States International Trade Commission (ITC).
The ITC report determined “that QSP is being imported into the United States in such increased quantities as to be a substantial cause of serious injury to the domestic industry producing an article like or directly competitive with the imported article.”
