House Passes Legislation Requiring Parental Consent for Student Gender Identity Changes

Measure addresses parental notification, federal funding limits, and policies affecting minors.

The House of Representatives passed the Stopping Indoctrination and Protecting Kids Act last week. The bill, sponsored by Representatives Tim Walberg of Michigan and Burgess Owens of Utah, would require federally funded elementary and middle schools to obtain parental consent before changing a student’s pronouns, preferred name, gender markers, or sex‑based accommodations such as bathroom or locker room access. It would also prohibit the use of federal funds for instruction related to gender ideology.

“These are enormously consequential decisions that have lasting impacts on a child’s well-being and development,” Congressman Walberg said on the House floor ahead of the vote. “Parents deserve to be part of those conversations.” 

Supporters said the bill strengthens parental involvement in school decisions. Opponents believe that the measure would adversely impact student privacy, curriculum decisions, and federal involvement in local education matters.
