Senate Passes Legislation Overturning D.C. Tax Decoupling

The measure, already passed by the House, goes to the president for a signature.

The U.S. Senate approved a joint resolution already passed by the House of Representatives to block the District of Columbia’s tax code changes that excluded federal updates under the One Big Beautiful Bill, such as “no tax on tips.”

While some states have also opted not to enact President Trump’s tax policies, Congress has the authority under the Home Rule Act of 1973 to review and override the decisions of the D.C. city council.

D.C. officials have opposed the move, saying that the resolution will cause confusion and delay the tax season, which is underway.

The measure now goes to President Trump’s desk for signing.
