Senate Advances Resolution to Limit Military Operations in Venezuela

President Trump says the act is unconstitutional.

The U.S. Senate advanced a resolution, introduced by Senators Tim Kaine of Virginia and Rand Paul of Kentucky, that would limit President Donald Trump’s ability to conduct military operations in Venezuela. The bipartisan war powers resolution, coming in the wake of the capture of Venezuelan leader Maduro, passed by a 52-47 vote. The final vote is expected to be held next week. A similar measure had failed in November.

“This Vote greatly hampers American Self Defense and National Security, impeding the President’s Authority as Commander in Chief,” President Trump responded. “The War Powers Act is Unconstitutional, totally violating Article II of the Constitution, as all Presidents, and their Departments of Justice, have determined before me.”

The resolution, should it pass the final vote, is unlikely to be supported in the House of Representatives. Speaker Mike Johnson said of the president’s authorization of Operation Absolute Resolve, “The world is safer because Maduro is apprehended in the hands of the U.S. justice system. President Trump is a strong president who takes decisive action, and that sends an important message to other dangerous people, terrorists and tyrants around the world. I think that’s an important role for America to play.”
