Marco Rubio
Secretary of State
Marco Antonio Rubio was born in May 1971 in Miami, Florida. His parents were Cubans who immigrated to the U.S. He attended Tarkio College in Missouri for a year on a football scholarship before enrolling at Santa Fe Community College in Gainesville, Florida. He later earned an undergraduate degree in political science from the University of Florida and received a Juris Doctor from the University of Miami School of Law. He interned with a member of the U.S. House of Representatives.
Rubio was elected to a seat as a city commissioner for West Miami before becoming a member of the Florida House of Representatives, where he served eight years, two as the Speaker. He was elected to the United States Senate, assuming office in January 2011.
Rubio was nominated by President-elect Donald Trump for Secretary of State prior to his inauguration in 2025. The Senate confirmed Rubio the day President Trump was sworn in and Rubio was sworn into office the following morning.
Rubio is married to Jeanette Dousdebes, and they have four children. He is a Catholic.

Secretary of State Marco Rubio was joined by Transportation Secretary Duffy and Energy Secretary Chris Wright to explain why the United States voted “no” on the proposed United Nations global carbon tax. The International Maritime Organization (IMO) proposed the Net-Zero Framework (NFZ) to reduce “global carbon dioxide gas emissions from the international shipping sector.”
The U.S. secretaries stated, “President Trump has made it clear that the United States will not accept any international environmental agreement that unduly or unfairly burdens the United States or harms the interests of the American people.”
They continued, “The Administration unequivocally rejects this proposal before the IMO and will not tolerate any action that increases costs for our citizens, energy providers, shipping companies and their customers, or tourists. The economic impacts from this measure could be disastrous, with some estimates forecasting global shipping costs increasing as much as 10% or more.”
“The United States will be moving to levy these remedies against nations that sponsor this European-led neocolonial export of global climate regulations. We will fight hard to protect our economic interests by imposing costs on countries if they support the NZF.”
The U.S. then successfully garnered support to block the adoption of the NFZ in London. Another vote on the measure is anticipated next year.
