The order requires two Eddystone Units to remain available through May 2026.
U.S. Secretary of Energy Chris Wright issued an emergency order directing PJM Interconnection L.L.C. (PJM) and Constellation Energy Corporation to keep Units 3 and 4 of the Eddystone Generating Station in Pennsylvania available for operation beyond the planned May 31, 2025, retirement. The order, now effective from February 24 through May 24, 2026, requires the units to remain capable of dispatch and calls for economic operation to manage costs. The Department of Energy stated that the action addresses ongoing grid reliability risks in the Mid-Atlantic region.
“The energy sources that perform when you need them most are inherently the most valuable—that’s why natural gas and oil were valuable during recent winter storms,” Secretary Wright said. “Hundreds of American lives have likely been saved… keeping critical generation online, including this Pennsylvania generating station which ran during Winter Storm Fern. This emergency order will mitigate the risk of blackouts and maintain affordable, reliable, and secure electricity access across the region.”
The department cited prior emergency conditions, including Winter Storm Fern and periods of extreme heat, during which the units generated electricity to support regional demand. The department referenced findings from its Resource Adequacy Report and the North American Electric Reliability Corporation’s 2025 Long-Term Reliability Assessment, both of which warn of increasing outage risks as dispatchable power sources retire and weather-dependent generation expands. The department stated that the emergency conditions underlying earlier 2025 orders remain in effect.
