FCC Advances Proposal to Repurpose Upper C-Band

The agency is seeking comment on a range of issues regarding the frequency’s utilization.

The Federal Communications Commission (FCC) has advanced an initiative to reintroduce the Upper C-Band (3.98-4.2 GHz) for innovative technological services, including next-generation 5G and satellite. The agency said this is a “furtherance of Congress’ direction in the One Big Beautiful Bill Act. A Notice of Proposed Rulemaking (NPRM) has been opened for comment. 

The notice described that the move “seeks to expand the ecosystem for next generation wireless services,” requesting comments on a range of issues, from the Upper C-band’s reconfiguration to the application of Lower C-band service rules to the new system.

“That means delivering on a timely auction and a timely transition,” said FCC Chairman Brendan Carr. “We must also continue to focus on efficiency and execution. That includes accommodating relevant incumbent users within a reasonable budget and completing a generational upgrade of radio altimeters through new standards that are fully resilient to 5G services for years to come. We cannot expect anything less.”
