DOE to Purchase 1 Million Barrels to Refill Strategic Petroleum Reserve

Initiative begins long-term plan to strengthen U.S. energy security and rebuild reserves.

The U.S. Department of Energy (DOE) recently announced it will buy one million barrels of domestically produced crude oil to begin replenishing the Strategic Petroleum Reserve (SPR) at the Bryan Mound site in Texas. The request, funded through the Working Families Tax Cut enacted earlier this year, is the first stage of a $171 million congressional allocation intended to restore national energy reserves.

“Thanks to the President and Congress, we are able to begin the process of refilling the SPR. While this process won’t be complete overnight, these actions are an important step in strengthening our energy security and reversing the costly and irresponsible energy policies of the last administration,” said Energy Secretary Wright.

The reserve currently holds a little more than 400 million barrels—well below its 700 million-barrel capacity.

The purchase program opens bids from U.S. companies for delivery in December 2025 and January 2026, as part of the rebuilding process. Department officials said maintaining and refilling the SPR is essential for national security, helping protect the nation from supply disruptions and global price volatility.
