NIH Plans to Cap Payments for Publicly Published NIH Research

Follows up on 2022 White House directive, new policy set for 2026 implementation

The National Institutes of Health (NIH) recently announced that, starting in 2026, it will cap the amount scientific publishers are allowed to charge NIH-supported projects to make their research publicly accessible. The exact limit on these fees will be announced later this year.

“This reform will make science accessible not only to the public but also to the broader scientific community, while ending perverse incentives that don’t benefit taxpayers,” said NIH Director Jay Bhattacharya.

This decision is the final result of a White House directive made by President Biden’s administration in 2022. Scientific journals often charge scientists thousands of dollars to make one research paper available to the public, often alongside subscription fees paid by federal agencies. The NIH said this practice strains grant budgets and limits public accessibility to NIH research.
