USDA Launches National Milk Testing to Address H5N1 in Dairy Cattle

The testing is intended to enhance biosecurity, safeguard public health, and support dairy farmers amid bird flu outbreak.

The Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) recently introduced the National Milk Testing Strategy (NMTS) to address the spread of avian influenza (H5N1) detected in dairy cattle earlier this year. A new Federal Order mandates nationwide raw milk testing, herd tracing, and reporting of positive results.

Developed with input from state and veterinary stakeholders, the initiative intends to strengthen biosecurity, protect farmworkers, and eliminate the virus from livestock populations. The program also prioritizes collaboration with state partners and emphasizes monitoring and rapid response to contain the disease while ensuring the safety of the nation’s milk supply.

“This testing strategy is a critical part of our ongoing efforts to protect the health and safety of individuals and communities nationwide,” said Health and Human Services Secretary Xavier Becerra.

The strategy will implement a phased testing process across states, starting with California, Colorado, Michigan, Mississippi, Oregon, and Pennsylvania. Key measures include mandatory milk silo monitoring, bulk tank sampling, and ongoing surveillance for H5N1 presence.
