U.S. Senator from Delaware

Thomas Richard Carper was born in February 1947 in Beckley, West Virginia. He earned an undergraduate degree from Ohio State University where he was a midshipman in the Naval ROTC. He later earned an M.B.A. from the University of Delaware. 

He served as a Naval flight officer and had three tours of duty in Southeast Asia during the Vietnam War. After five years of active duty, he joined the Naval Reserve and retired 18 years later with the rank of captain. 

Following his active duty service, Carper worked for the State of Delaware’s economic development office. He was elected to the U.S. House of Representatives and served five terms before becoming Governor of Delaware. He served as governor for eight years before being elected to the United States Senate, assuming office in January 2001. 

Carper is married to Martha Ann Stacy and they have two children. He is a Presbyterian. 

In the News…

The PBM Oversight Act of 2023 was introduced by Senators Tom Carper of Delaware and Chuck Grassley of Iowa. The legislation would give the Centers for Medicare and Medicaid Services (CMS) authority to oversee the decision-making of pharmaceutical benefit managers (PBM). 

Under the bill, pharmaceutical benefit managers would be required to submit “detailed information” to CMS annually. This would include documentation of their actions, and how determinations are made on what is included in establishing and justifying drug pricing. 

Senator Carper stated, “By holding Pharmacy Benefit Managers accountable and establishing much-needed oversight of their practices, we will bring American patients back to the forefront of our medical system.”  

There are currently other pieces of legislation in Congress that intend to reform PBM activities.
