Deborah Havis Koss Chasanow was born in April 1958 in Washington, D.C. She earned an undergraduate degree from Rutgers University and received her Juris Doctor from Stanford Law School. She clerked at a Maryland county circuit court, then entered private practice. 

She was an Assistant State Attorney General for Maryland for two years and was chief of the Criminal Appeals Division for two more. She served as a U.S. magistrate judge for the U.S. District Court for the District of Maryland for five years. 

Chasanow was nominated by President Bill Clinton to a seat on the U.S. District Court for the District of Maryland. She was confirmed by the Senate and received her commission in October 1993. She served as chief judge for four years before assuming senior status in October 2014. 

In the News…

Senior Judge Deborah K. Chasanow ruled that the University of Maryland Memorial System, which runs St. Joseph Medical Center, broke the law when the Catholic administration denied a biological female a hysterectomy due to identifying as a transgender male.

Judge Chasanow wrote in her ruling, “This court has determined that undisputed facts establish that, as a matter of law, defendants discriminated against plaintiff on the basis of his sex.”  

She also wrote that, in refusing to perform the surgery, the hospital, which receives federal Medicare and Medicaid funding, violated a section of the Affordable Care Act as well as Maryland anti-discrimination laws.
