Susan Ellen “Zoe” Lofgren was born in December 1947 in San Mateo, California. She earned an undergraduate degree at Stanford University and received a Juris Doctor from the Santa Clara University School of Law. She worked as a House Judiciary Committee staffer when the committee prepared articles of impeachment against President Richard Nixon. 

She was elected to the board of San Jose City College and later to the Santa Clara Board of Supervisors. She was elected to the U.S. House of Representatives and assumed office in January 1995. 

She is married to John Marshall Collins and they have one daughter. She is a Lutheran. 

In the News…

Representative Zoe Lofgren of California wrote a five-page letter to the Capitol Police requesting information regarding the protection of members of Congress when they are not in Washington, D.C. Her letter was sent after the attack on House Speaker Nancy Pelosi’s husband at their home in San Francisco.

Representative Lofgren, who chairs the House Administration Committee which oversees the Capitol Police, wrote, “This incident and related circumstances, including the manner in which the Speaker and her family were targeted, raise significant questions about security protections for Members of Congress, particularly those in the presidential line of succession.” 

Representative Lofgren asked for further details about a new residential security program that was launched in August for all members of the House and its relationship to the current security measures on the residences that had already been monitored by the force. The Capitol Police stated that they were “gathering input and questions from our Congressional stakeholders.”
