Joshua S. Gottheimer was born in March 1975 in Livingston, New Jersey. As a teenager, he served as a United States Senate Page. He earned an undergraduate degree from the University of Pennsylvania. He attended Pembroke College Oxford, studying toward a D.Phil. in modern history. He returned to the U.S. and earned a Juris Doctor from Harvard University. He worked for Ford Motor Company, and later the Federal Communications Commission, then joined Microsoft as a strategist.

He was a political activist, working on presidential campaigns for Bill Clinton, John Kerry, and Hillary Clinton. He was elected to the U.S. House of Representatives, assuming office in January 2017.

He is married to Maria Tusk and they have two children. He is Jewish.

New Jersey Representative Josh Gottheimer is gauging support among members of the House for a counteroffer to the emerging Senate reconciliation package by adding one big clause: No new taxes. 

Senator Chuck Schumer has been working with members of his party to get the reconciliation package passed with only the fifty votes needed, but Senator Joe Manchin of West Virginia has been a perpetual holdout. Any attempt by the House to modify a deal the Senate majority leader might reach with Senator Manchin could scuttle the entire package. 

Early discussions between Representative Gottheimer and other centrist House members do not propose any new taxes on corporations or wealthy individuals, allowing President Trump’s tax cuts to remain in place. 

“As I’ve consistently said, ‘If there are any changes to the tax code that affect families in my district, then restoring SALT must be part of it. No SALT, no dice,’” Representative Gottheimer said. SALT refers to the state and local tax deduction that can reduce federal tax liability by deducting certain taxes paid to those governments.
