President Joe Biden is going to Philadelphia, Pennsylvania, today. He will address House representatives of his party’s caucus who have gathered for a two-day retreat to plan out their agenda going into the mid-term elections.

Going into the retreat, Representative Jamal Bowman of New York stated, “We need visionary, historic leadership and new conversations that are smart and engaging with the entire American people instead of the dumbing down.” He added, “We’ve got to trust the American people to be able to receive and engage in and guide us on what needs to be done.”

The start of the retreat was delayed by negotiations regarding the national spending bill. There was bipartisan opposition to the inclusion of COVID-19 emergency funding that would have taken back unused prior allocations to the states. Speaker Pelosi announced its removal, and the federal budget legislation was passed by the House on Wednesday.
