Andrew Steven Biggs was born in November 1958 in Tucson, Arizona. He earned a B.A. in Asian Studies from Brigham Young University, an M.A. in Political Science from Arizona State University, and received his Juris Doctor from the University of Arizona.

He served as a member of the Arizona House of Representatives for eight years and was later a member of the Arizona Senate for eight years. He spent four years as President of the Arizona Senate. Biggs was elected to the United States House of Representatives, assuming office in January 2017.

He is married to Cindy Biggs and they have six children. Biggs is a member of the Church of Jesus Christ of Latter-day Saints.

In 1993, Congress passed the National Voter Registration Act which requires states to allow voters to register when applying for a driver’s license or at some public assistance offices. Under the law, each license application must serve also as a voter registration application. It also updates any prior registration.

Now a group of lawmakers led by Arizona Representative Andy Biggs have raised concerns that the law also requires states to accept a signed form attesting that the voter is a U.S. citizen—without any proof.

“This lax procedure, to register individuals to vote in states that have strict citizenship requirements for voter registration, is a threat to the integrity of our elections,” Representative Biggs said in a statement.

“Americans of all political leanings deserve to know that our elections were carried out with the utmost integrity,” he said. “That’s why I hope my colleagues will join me in support of this legislation to ensure that states, and not the D.C. swamp, uphold election integrity and restore trust at the ballot box for each of its residents.”
