Loretta Copeland Biggs was born in March 1954 in Atlanta, Georgia. She earned an undergraduate degree from Spellman College, and received a Juris Doctor from Howard University School of Law.

She worked as a staff attorney for the Coca-Cola Company, before becoming assistant district attorney in Forsyth County, a position she held for three years. She was a district court judge, before joining the United States Attorney’s Office for the Middle District of North Carolina, and she was the executive assistant U.S. Attorney for four years.

Biggs was appointed by Governor Jim Hunt to be a judge on the North Carolina Court of Appeals. She was defeated in her bid for a full term on the court, then entered private practice.

She was nominated by President Barack Obama to serve as a United States District Judge for the U.S. District Court for the Middle District of North Carolina. She was confirmed by the Senate and received her judicial commission in December 2014.

Biggs is the first black woman to serve on a federal court in North Carolina.

In the News…

A 2018 action by the U.S. Citizenship and Immigration Service that made it more difficult for foreigners to remain in the U.S. after their legal status runs out ran afoul of federal law, District Court Judge Loretta Biggs ruled.

In her 26-page decision, she said that the policy “impermissibly conflicts” with immigration law. She also said the new procedures should have been subject to public “notice and comment” before  its implementation.

The permanent injunction she ordered was consistent with a preliminary injunction she issued last May.

A Justice Department spokesman did not immediately respond to a request for comment on Judge Biggs’ decision. It is expected to be appealed.
