The order strengthens funding cuts passed by the One Big Beautiful Bill Act.
President Donald Trump issued an executive order to strengthen the implementation of federal funding cuts to solar and wind energy projects. The massive budget reconciliation law, the One Big Beautiful Bill Act which was signed by the president on July 4th, includes a provision that repeals and reduces solar and wind tax credits implemented under the 2022 Inflation Reduction Act (IRA).
The tax cuts will end for solar and wind farms not producing energy by 2028 or that are not under construction in the coming year. The president instructed the Treasury Department to limit “the use of broad safe harbors unless a substantial portion of a subject facility has been built” and prevent “the artificial acceleration or manipulation of eligibility.” And the Interior Department was told to review and end “preferential treatment” to wind and solar energy production.
President Trump’s executive order also requires both agencies to submit a report of their initial actions and future plans to limit the programs in the next 45 days.
