EPA Issues New Rules for Factories and Power Plants 

The “Good Neighbor Plan” impacts 23 states. 

The Environmental Protection Agency introduced new rules that are intended to limit power plant and factory emissions—particularly for those industries located in the Midwest. 

According to the EPA, the “Good Neighbor Plan” will “sufficiently cut smog-forming nitrogen oxide pollution from power plants and other industrial facilities in 23 states.” They add, “The final rule will improve air quality for millions of people living in downwind communities, saving thousands of lives, keeping people out of the hospital, preventing asthma attacks, and reducing sick days.” 

EPA Administrator Michael Regan said, “Every community deserves fresh air to breathe. We know air pollution doesn’t stop at the state line. Today’s action will help our state partners meet stronger air quality health standards beyond borders, saving lives and improving public health in impacted communities across the United States.” 

For power plants, the rule will go into effect to limit emissions in May. Industrial plants will have until 2026. 

Senator Tom Cotton of Arkansas called the Good Neighbor Rule “anything but.” He stated that the “top-down” regulations would hinder manufacturing and energy.
