Federal Reserve Chair Puts GSA in Charge of Renovations

President Trump criticized the previous chairman for the exorbitant costs of construction and timeframe overruns.

After the Federal Reserve’s Office of Inspector General (IG) released a report highlighting significant mismanagement in the renovation of its headquarters that caused significant cost overruns and delays, Fed Chair Kevin Warsh announced this week that the General Services Administration (GSA) would take over management of the project. The renovations began in 2022.

The IG report determined that project costs increased from an initial estimate of $1.3 billion in 2020 to $2.4 billion by December 2024 during Chairman Powell’s tenure, and it was unclear how much further costs have climbed since. The report also indicated that the Federal Reserve failed to establish a guaranteed maximum price for the project.

Chairman Warsh decided that, given their experience in managing large-scale construction and managing federal workspaces, GSA would serve as project executive. He said, “We will ensure that the balance of the project is managed to the highest standards and is finished promptly.”

“GSA fully supports Chairman Kevin Warsh’s efforts to bring greater accountability, cost discipline, and effective project management to major renovation work across Federal Reserve facilities,” Administrator Edward Forst stated. “As the federal government’s primary real estate and building management agency, GSA will work closely with the Chairman and bring its expertise in construction, project management, and federal real estate to get these projects back on track.”

President Trump responded to the IG report, saying that former Chairman Powell, who is still serving on the Federal Reserve Board, should “be forced to resign.” The president stated, “I have asked Attorney General Todd Blanche to study the report, and make a determination as to what to do about a relatively small Building Complex that is Hundreds of Millions of Dollars over budget, and is now going to cost, according to the Report, at least 2.5 Billion Dollars.”

The president said that if Mr. Powell does not resign, the federal government should sue him “for either corruption or incompetence.”
