Secretary Rubio is the first to hold both roles since Henry Kissinger.
President Donald Trump commissioned Secretary of State Marco Rubio as his National Security Advisor during his trip to New York City for the United Nations General Assembly. Secretary Rubio had already been serving in the role in an interim capacity. The last time one official held both of these roles was Henry Kissinger in the administrations of Presidents Nixon and Ford from 1973 through 1975
President Trump had also given Secretary Rubio the acting responsibilities of National Archivist and administrator of the United States Agency for International Development (USAID) last year. The president appointed Bradford Wilson as the chief administrator of the National Archives and Records Administration last month. The State Department officially took USAID operations and funding disbursement in the summer of 2025.
President Trump said last year, “When I have a problem, I call up Marco. He gets it solved.”
