Vincent Girdhari Chhabria was born in November 1969 in San Francisco, California. He earned his undergraduate degree from the University of California, Santa Cruz, and his Juris Doctor from the University of California, Berkeley, School of Law. He worked as a congressional staffer, then clerked for a judge on the Northern California U.S. District Court, after which he clerked for a judge on the Ninth Circuit U.S. Court of Appeals.
Chhabria worked as a litigation associate at a San Francisco law firm, then clerked for Supreme Court Justice Stephen Breyer. He returned to another San Francisco law firm as a litigation associate before he became the city’s deputy city attorney for government litigation.
President Barack Obama nominated Chhabria for district judge in July 2013. The Senate returned the nomination to the president, and President Obama renominated Orrick in January 2014. The Senate confirmed him, and he received his judicial commission in March 2014.

U.S. District Judge Vince Chhabria issued an administrative stay last week to halt the relocation of employees in certain agencies of the U.S. Department of Agriculture (USDA) under the agency’s reorganization plan after federal unions filed a lawsuit. The stay is effective through October 2.
Judge Chhabria wrote, “Defendants shall not take any action to implement, carry out, effectuate, or enforce those deadlines, including proceeding with any termination, separation, or other disciplinary proceeding against an employee, or placing an employee on Absent Without Leave status, based on the employee’s decision to decline reassignment, not to respond to a notice of reassignment, or not to relocate.”
The judge limited the stay to the Food and Nutrition Administration; Research, Education, and Economics mission area; Forest Service; Foreign Agricultural Service; Rural Development mission area; Farm Production and Conservation mission area; Office of the General Counsel; and Office of the Assistant Secretary for Civil Rights. He stated that the stay would allow “time to address the merits of Plaintiffs’ preliminary injunction motion, and accommodate Defendants’ requested additional time for briefing.”
Judge Chhabria concluded, “This administrative stay does not apply to deadlines pertaining to the relocation or reassignment of USDA employees currently located within the National Capital Region to other local offices or locations also located within the National Capital Region.”
