The Department of Health and Human Services’ (HHS) Administration for Children and Families (ACF) announced adjustments to regulations for the Head Start program. This program is an initiative for low-income American families to provide early education and health programs for pregnant women, infants, toddlers, and preschool children.
“We’re trusting the local communities, the local providers, and the local parents to structure their programs in a way that fulfill the statutory obligations, and they’ll be held accountable for the outcomes that they achieve,” Assistant Secretary Alex Adams said. “Some of the messaging we’ve heard is there’s some that think these programs can’t be trusted to make those decisions and that if they make those decisions they’ll cut corners. That’s not been my experience.”
“My uncle, Sarge Shriver, founded the program on a simple conviction: strong families, wholesome nutrition, and healthy childhood development can change the course of a child’s life. Today, we are returning Head Start to those roots,“ HHS Secretary Robert F. Kennedy, Jr. said. “We are removing unnecessary bureaucracy, strengthening nutrition and physical health, trusting parents and local communities, and opening Head Start to hundreds of thousands more children. That’s how we renew the promise of Head Start for the next generation.”
The “Reducing Federal Burden for Head Start Programs” rule proposal would reduce 130 pages of regulations to 10. The public is invited to provide comment on the proposed rule. Officials estimate these changes will save more than $2 billion in costs for the program. General federal oversight will continue over program funding.
