U.S. Postmaster Announces Proposal Restrict Mail-In Ballot Delivery

The Postal Service would not deliver ballots in states that refuse to submit voter rolls to the federal government for review.

Postmaster General David Steiner discussed a proposed rule this week before the Senate Homeland Security and Governmental Affairs Committee that would restrict the United States Postal Service (USPS) from the delivery of mail-in ballots in states that refuse to turn over voter rolls for federal review. The rule would require that names, addresses, and ballot barcodes be provided to USPS as a manifest to ensure delivery. The proposal aligns with President Trump’s election integrity executive order, signed in March, to ensure only U.S. citizens receive mail-in ballots.

On Wednesday, Postmaster Steiner stated, “All that does is make sure we match the ballots a state believes it sent out to what actually gets sent out. The state gives us a list of voters… We then can compare the two. I would think that states would want the information to ensure that the ballots that they think they’re sending out are the ballots that are actually getting sent out.”

While the proposed rule is open to public comment through July 2, Judge Indira Talwani of the District Court of Massachusetts ruled against the proposal on Thursday. She stated that the Post Office lacks the constitutional authority to administer elections and that Congress has not given the agency the power to create binding regulations regarding voting by mail.
