Eric Scott Turner was born in February 1972 in Richardson, Texas. He earned an undergraduate degree from the University of Illinois Urbana-Champaign on a full academic and athletic scholarship. Turner became a professional cornerback in the NFL.

Turner worked as an intern during football’s offseason for a U.S. representative from California. He ran unsuccessfully for a U.S. House seat in 2006, then moved back to Texas. He was elected to a seat in the Texas Legislature in 2012 and won reelection.

During his first term, President Donald Trump appointed Turner director of the White House Opportunity and Revitalization Council. After winning election to his second term, President Trump nominated Turner to be Secretary of the Department of Housing and Urban Development in November 2024. The Senate confirmed him and he was sworn in by Justice Clarence Thomas on February 5, 2025.

Turner is married to Robin, and they have a son. He is a Baptist and an associate pastor at his church.

The Department of Housing and Urban Development (HUD) Secretary Scott Turner has addressed the need to reduce regulations on home construction.

The federal housing department proposed a rule this month to update the definition of a manufactured home and support innovative opportunities for multi-story manufactured housing. 

“America needs more housing, and manufactured housing is part of the solution,” said Secretary Turner. “We are removing unnecessary barriers, encouraging innovation, and helping American manufacturers deliver more affordable housing options for American families.”

The housing secretary said, ‘Regulation is the number one hurdle to building affordable housing. I hear it from builders around the country. Red tape adds $100k to the cost of a home, slowing down builders and raising costs for Americans.”

After a trip to Michigan, Secretary Turner also highlighted the need for regulatory reforms at the local level. He said, “The number one issue again that came up was local, really local regulation and how they stifle building and development.

The Senate passed the bipartisan 21st Century ROAD to Housing Act this week, which is now under consideration in the House of Representatives. The bill would reduce housing construction regulations and update the Community Development Block Grant Program to improve affordability.

The housing secretary stated, “The President and the White House is very supportive of this. We need a comprehensive bill, a policy, if you will, to attack housing affordability.”
