USDA and DOI Announce Expansion of Grazing Action Plan for Farmers and Ranchers

MOU outlines coordination, permitting changes, and data updates for ranching operations.

The Departments of Agriculture (USDA) and the Interior (DOI) signed a memorandum of understanding (MOU) to coordinate grazing management across federal lands administered by the U.S. Forest Service (FS) and the Bureau of Land Management (BLM). The agreement intends to streamline permitting, expand communication with permit holders, improve data access, and coordinate wildfire response. Agencies also plan to use targeted grazing, consider reopening unused allotments, and test tools such as virtual fencing, while maintaining grazing capacity consistent with existing law.

“The Grazing Action Plan is built on a collaborative partnership dedicated to strengthening ranching operations while safeguarding our public lands. By working closely with American ranchers, we are enhancing communication, investing in innovation, and modernizing our approach to land management practices to deliver real results for the people who feed and sustain this country,” said Interior Secretary Burgum.

The agencies also outlined initiatives, including ranch immersion programs for federal staff, improved allotment data systems, and designated wildfire liaisons for permit holders. The federal agencies jointly oversee roughly 240 million acres and administer tens of thousands of grazing permits, which the agencies said the agreement is intended to manage with greater consistency and coordination.
