Congress Advances Measures to Counter D.C. Tax Code Decoupling 

Some oppose the measure as tax season is underway.

The House of Representatives has moved to block changes to Washington D.C.’s local tax code. A disapproval resolution was passed that would reverse a decision by the D.C. council to reject some of President Trump’s key tax policies, including “no tax on tips.”

While some states have chosen to decouple from certain tax provisions, such as those under the One Big Beautiful Bill, Congress has the right to overturn local measures passed by the District of Columbia’s council. Resolutions of disapproval cannot be filibustered and only require a majority vote in the Senate to pass.

D.C. Mayor Muriel Bowser and D.C. Council Chair Phil Mendelson wrote to House and Senate leaders, raising concerns that D.C. would have to suspend its tax filing season in order to republish instructions and forms that would be affected by these actions.
