Judge Jeffrey Brown

Jeffrey Vincent Brown was born in March 1970 in Dallas, Texas. He earned an undergraduate degree in English from the University of Texas and received his Juris Doctor from the University of Houston Law Center. He clerked at the Texas Supreme Court before entering private practice.
Brown served six years as a justice on Houston’s 14th Court of Appeals. Prior to that, he was the judge on the 55th Texas State District Court. He was elected to the Texas Supreme Court, serving as an associate justice for six years.
Brown was nominated by President Donald Trump to serve as a judge of the United States District Court for the Southern District of Texas. On a cloture vote, his nomination was confirmed by the Senate, and he received his commission in September 2019.
He is married to Susannah, and they have three children. He is an Eagle Scout.

Federal District Judge Jeffrey Brown wrote the decision for the three-judge panel of the Southern Texas U.S. District Court that blocked the newly redrawn congressional map from the state legislature. The panel determined that the state must used the same map from its last two elections for next year’s midterms.
Judge Brown wrote, “To be sure, politics played a role in drawing the 2025 Map. But it was much more than just politics. Substantial evidence shows that Texas racially gerrymandered the 2025 Map.”
Addressing the state’s claim to have drawn the map in response to a Justice Department letter denouncing racial gerrymandering, Judge Brown wrote, “It’s challenging to unpack the DOJ Letter because it contains so many factual, legal, and typographical errors.”
Texas Governor Greg Abbott has appealed the decision to the Supreme Court.
