Secretary Duffy Stops CA Funding Over Trucker Language Compliance

The Transportation Department cites California’s lack of enforcement on the English proficiency requirement for commercial drivers.

U.S. Transportation Secretary Sean Duffy announced that the Federal Motor Carrier Safety Administration (FMCSA) will withhold more than $40 million in federal safety funds from California, citing the state’s failure to comply with federal English language standards for commercial truck drivers.

The funds, drawn from the Motor Carrier Safety Assistance Program (MCSAP), typically support roadside inspections, safety audits, and enforcement programs. Federal regulations require that drivers be able to read and communicate in English to understand road signs and respond to officials. The department stated that California has not adopted or enforced compatible standards.

“I put states on notice this summer: enforce the Trump Administration’s English language requirements or the checks stop coming. California is the only state in the nation that refuses to ensure big rig drivers can read our road signs and communicate with law enforcement,” said Secretary Duffy “This is a fundamental safety issue that impacts you and your family on America’s roads.”  

California Highway Patrol previously stated it did not plan to enforce the federal regulation, prompting FMCSA to withdraw approval of the state’s commercial vehicle safety plan for Fiscal Years 2024 and 2025.

To restore funding, California must demonstrate compliance by requiring inspectors to evaluate English proficiency during roadside checks and enforce out-of-service orders when drivers do not meet the standard. The Transportation Department emphasized that the goal is to maintain consistent safety enforcement nationwide.
