Russell Vought
Director, White House Office of Management & Budget
Russell Thurlow Vought was born in March 1976 and grew up in Trumbull, Connecticut. He earned an undergraduate degree from Wheaton College and a Juris Doctor from George Washington School of Law. He served as vice president of a conservative lobbying firm.
Vought became executive director and budget director of a party committee and the House of Representatives Republican Conference. He served as a legislative assistant to U.S. Senator Phil Gramm.
Vought was nominated by President Donald Trump to be the Deputy Director of the White House Office of Management and Budget, and the Senate confirmed him in 2018 with a tie-breaking vote from Vice President Mike Pence. He served as acting director while Mick Mulvaney served as White House Chief of Staff. President Trump nominated Vought to director and he was confirmed in July 2020.
Between President Trump’s first and second terms, Vought founded the Center for Renewing America. He also contributed to the creation of Project 2025 from The Heritage Foundation.
President Trump nominated Vought for director of the Office of Management and Budget again in November 2024. He was again confirmed in February 2025.
Vought is divorced from Mary. They have two daughters. He is a Christian.

Office of Management and Budget Director Russ Vought is overseeing the functioning of essential agencies in the federal government as the shutdown enters its second week. He is determining whether federal employees who have been furloughed will be terminated.
During the final weeks of the 2025 fiscal year, Director Vought issued a memo instructing federal agencies to prepare reduction-in-force (RIF) plans for the likely shutdown due to a lack of congressionally approved funding.
Since the shutdown, Director Vought has announced that $18 million in funding for New York transportation projects would be halted, as well as $8 billion in Green New Deal project funding for 16 states.
