James Patrick McGovern was born in November 1959 in Worcester, Massachusetts. He attended Worcester Academy. While in college, although he is not related to former Senator George McGovern, he began his political activities working for the senator’s presidential campaign, later working for him in Washington. He earned an undergraduate degree from American University, where he also received a Master of Public Administration. He joined the staff of a U.S. representative from Massachusetts.

His first bid for a congressional seat failed, but he was elected to the House of Representatives on his second try and assumed his seat in January 1997.

He is married to Lisa Murray and they have two children. He is Catholic.

Congressman Jim McGovern of Massachusetts supported Congressman French Hill of Arkansas’ introduction of a bipartisan resolution to recognize to advance international religious freedom and recommend that nations identified as severely violating religious freedom be added to the State Department’s list.

Representative McGovern said, “International law guarantees all people the right to freedom of religion or belief. This year, the U.S. Commission on International Religious Freedom has recommended the placement of twelve countries on the State Department’s Special Watch List due to their governments’ failure to guarantee that right.“

The congressman stated, “I am proud to join Representative Hill in introducing this resolution to affirm that the U.S. must lead when it comes to religious freedom.”
