The U.S. Department of Commerce has proposed an overhaul for the 2030 census that would exclude illegal immigrants and lawful, non-permanent residents from the count. In addition, the president has proposed the removal of sections of the census that gather data about Americans’ race, ethnicity, and sexual orientation.
If approved and implemented, the changes are expected to have significant consequences, as the census determines how the seats in the House are apportioned among states, which impacts how congressional maps are drawn. Data regarding race and ethnicity have typically been used to support the enforcement of certain civil rights laws.
This proposal is expected to face legal challenges and scrutiny from Congress over its implementation.
