David Paul Steiner was born in May 1960 in Alameda County, California. He earned an undergraduate degree from Louisiana State University and a Juris Doctor from the University of California, Los Angeles, School of Law.

Steiner became an attorney practicing corporate, securities, and mergers and acquisitions law. He began pro-bono work after becoming a partner at his firm. He served as general counsel and senior vice president of Waste Management before becoming chief financial officer. He later served as CEO of the company, then president. Steiner has served on several boards of directors, including that of FedEx.

The United States Postal Service Board of Governors selected Steiner as Postmaster General in May 2025. He assumed his office in July.

Steiner is married to Judy, and they have three children.

Postmaster General David testified before the House Oversight Committee in March, saying that the U.S. Postal Service may run out of funding by next year unless changes are made. He outlined how the steps the service has taken to reduce costs, raise prices, and offer additional products will not be adequate to keep the agency solvent.

“I am not sure the American public is aware that the Postal Service is at a critical juncture,” Postmaster Steiner told the committee members. “At our current run rate and if we continue to pay our required obligations in the same manner as we have done in recent years, then we will be out of cash in less than 12 months. So, less than a year from now, the Postal Service will be unable to deliver the mail if we maintain the status quo.”

The postmaster general explained to the legislators how the use of mail has drastically declined over the past two decades, with pieces per year dropping from 213 billion in 2006 to approximately 104 billion in current volume. Postmaster Steiner estimated that this has resulted in an $81 billion decrease in revenue.

Speaking at the National Postal Forum last month, Postmaster Steiner stated, “The Postal Service you rely on is not standing still. Because the pace of change in commerce today is faster than ever, we do not get to choose whether the market changes. We only choose whether we are ready and whether we are agile enough to meet it.”

“The Postal Service is not just a public institution with a proud history,” the postmaster said. “It is also an economic platform — one that has enabled American commerce for generations, and one that still matters deeply to our country’s future.”
