Judge Kimberly Moore

Kimberly Ann (Pace) Moore was born in June 1968 in Halethorpe, Maryland. She earned a bachelor’s in science and a master of science from the Massachusetts Institute of Technology. She worked in electrical engineering with the Naval Surface Warfare Center. She later received a Juris Doctor from Georgetown University.
Moore became an associate in private practice before clerking for a Federal Circuit judge. She taught at three different law schools and became a professor of law before she was appointed to the federal bench.
Moore was nominated by President George W. Bush to the U.S. Court of Appeals for the Federal Circuit in May 2006. She was unanimously confirmed and received her commission in September 2006. She has served as chief judge since May 2021.
Moore is married to Matt, and they have four children. She is Catholic.

The Federal Circuit U.S. Court of Appeals issued a temporary stay this week of the U.S. Court of International Trade’s ruling against the president’s global 10 percent tariffs.
The trade court recently ruled that President Trump could not impose the tariff that he set in February, under Section 122 of the Trade Act of 1974, after the Supreme Court ruled against the tariffs the administration imposed last year under the International Emergency Economic Powers Act (IEEPA).
The Federal Circuit Court granted the administrative stay “while the court considers the motions for a stay pending appeal.”
