Education Department Proposes Rule to Establish Workforce Pell Grant Program

The U.S. Department of Education recently issued a Notice of Proposed Rulemaking (NPRM) to implement the Workforce Pell Grant program authorized under the Working Families Tax Cuts Act. The proposal would allow students to use federal Pell Grants to enroll in eligible short-term workforce training programs lasting at least eight weeks and between 150 and 599 instructional hours. Programs would need approval from state officials and must meet accountability standards related to completion rates and employment outcomes.

Education officials said the program is intended to expand postsecondary education options that prepare students for specific occupations.

“With this proposed rule, we take an important step toward building a stronger postsecondary education system – one where the Federal government invests in short-term, high-quality programs aligned with a State’s workforce needs, creating new affordable pathways to upward mobility for America’s students and their families. A great education and a better life do not necessarily require a traditional four-year college experience. Starting this summer, students will have more postsecondary options,”  said Under Secretary of Education Nicholas Kent.

The proposed rule has been published in the Federal Register and is open for public comment through April 8, 2026.
