Chief Judge Timothy Brooks

Timothy Lloyd Brooks was born in July 1964 in Detroit, Michigan. He earned his undergraduate degree and Juris Doctor from the University of Arkansas. He went into the private practice of law in Fayetteville, Arkansas. He became a partner in the firm in 1993.
President Barack Obama nominated Brooks to a judgeship at the United States District Court for the Western District of Arkansas in June 2013. The Senate invoked cloture on his nomination, and he was confirmed in March 2014. He received his judicial commission two days later. Brooks became chief judge of the Western District of Arkansas in September 2025.

U.S. District Chief Judge Timothy Brooks ruled that the state of Arkansas can not require public schools to display the Ten Commandments in every classroom.
The judge found that “nothing could possibly justify hanging the Ten Commandments – with or without historical context – in a calculus, chemistry, French, or woodworking class, to name a few.”
Judge Brooks stated in the decision, “Act 573’s purpose is only to display a sacred, religious text in a prominent place in every public-school classroom. And the only reason to display a sacred, religious text in every classroom is to proselytize children.”
Governor Sarah Sanders stated that Arkansas will appeal the ruling.
