Brigadier General Matthew Ross
Director, Joint Interagency Task Force 401
Matthew S. Ross is a native of Indianapolis, Indiana. He earned his undergraduate degree from the U.S. Military Academy at West Point. He was commissioned into the Army Infantry. He later received a master’s from Central Michigan University. He participated in Duke University’s Fellowship Program.
Ross held several Army combat leadership positions, including platoon leader in the 101st Airborne Division, company leader, and commander in special operations. He deployed at least 14 times overseas.
Ross became executive officer to the 41st Chief of Staff of the Army before serving as Deputy Commander of the 3rd Infantry Division. He was selected for promotion to Brigadier General in December 2024. He was promoted and assigned as Director of Joint Interagency Task Force 401 in December 2025.
Ross is married to Lindsey, and they have two children.

Director of the Joint Interagency Task Force 401 (JIATF-401) Brigadier General Matthew Ross addressed recently published guidance on sensors used in the detection and identification of small unmanned aerial system threats and the legal framework governing the use of such technology.
The Defense Department explained, “This new guide provides insight into the passive, non-intrusive sensor technologies — such as Radar, Electro-Optical/Infrared, and Radio Frequency Detection — that allow security personnel to maintain airspace awareness without interfering with civilian drone operations.”
“Countering drones is not just a battlefield problem — it’s a homeland defense imperative,” said Brigadier General Ross. “Our goal is to integrate sensors, effectors, and mission command systems in a distributed network that protects service members and American citizens alike.”
General Ross continued, “This guide is part of our commitment to transparency, ensuring that as we deploy these critical technologies, we do so in a way that is responsible, respects privacy, and maintains public trust.”
