Education Department Opens Civil Rights Investigation Into Portland Public Schools

The Office of Civil Rights is reviewing allegations that student support initiatives violate Title VI.

The U.S. Department of Education’s Office for Civil Rights (OCR) has opened an investigation into Portland Public Schools in Oregon concerning its Center for Black Student Excellence. The investigation follows a complaint alleging that certain programs and resources funded through a recent bond measure may not comply with Title VI of the Civil Rights Act of 1964, which prohibits race-based discrimination in federally funded education programs.

“OCR is committed to vigorously enforcing Title VI to ensure that excellence—not exclusion—defines schools so every child has an opportunity to succeed,” said Assistant Secretary for Civil Rights Kimberly Richey.

The complaint references district data regarding academic performance across student groups. The department stated that the district’s policies and funding practices will be reviewed to determine its compliance with federal civil rights law.
