The rule aligns with President Trump’s executive order regarding Schedule F.
The Office of Personnel Management (OPM) finalized a rule allowing the president more leeway to fire career federal employees. The new Schedule and Policy Career category revives the Schedule F changes promoted by President Trump in Executive Order 14171. The rule states that this change will “allow agencies to quickly remove employees from critical positions who engage in misconduct, perform poorly, or obstruct the democratic process by intentionally subverting Presidential directives.”
OPM Director Scott Kupor stated, “This rule preserves merit-based hiring, veterans’ preference, and whistleblower protections while ensuring senior career officials responsible for advancing President Trump’s agenda can be held to the same performance expectations that exist throughout much of the American workforce.”
Federal workers have taken legal action in an attempt to block the rule. Previously, the only way for such employees to be fired was through independent bodies, including the Merit Systems Protection Board.
