Judge Jia Cobb
District of Columbia U.S. District Court
Jia Michelle Cob was born in 1980 in Springfield, Ohio. She earned an undergraduate degree from Northwestern University and received her Juris Doctor from Harvard Law School. She clerked at the U.S. Court of Appeals for the Seventh Circuit.
She worked as a trial attorney for the District of Columbia Public Defender Service. She also taught law at the Washington College of Law and Harvard Law School. She was in private practice for nine years.
Cobb served as an elected member of the District of Columbia Bar’s Criminal Law and Individual Rights Section Screening Committee.
She was nominated by President Joe Biden to serve as a district judge for the United States District Court for the District of Columbia. She was confirmed by the Senate after a cloture vote and received her commission in November 2021.

Federal Judge Jia Cobb of the District of Columbia U.S. District Court recently declined to block the new Homeland Security policy that requires members of Congress to provide notice a week ahead of a visit to immigration detention facilities. Some federal and state legislators recently challenged the policy after they were refused access to an Immigration and Customs Enforcement (ICE) facility in Minneapolis.
Judge Cobb determined that the plaintiffs’ challenge used the wrong “procedural vehicle.” She decided that the policy is not subject to a previous order in which she found in favor of plaintiffs.
Judge Cobb wrote, “The Court emphasizes that it denies Plaintiffs’ motion only because it is not the proper avenue to challenge Defendants’ January 8, 2026, memorandum and the policy stated therein, rather than based on any kind of finding that the policy is lawful.”
