This is the second year in a row that recruiting goal numbers were met, and the highest numbers since 1991.
The United States Coast Guard announced that the service enlisted 5,204 active-duty personnel in 2025, which was 121 percent of its goal for 4,300 new recruits. This also marks the second year in a row that the Coast Guard reached its goal for active-duty recruiting, as 4,422 new members joined last year.
The Coast Guard stated that 371 new officers were commissioned in 2025, which is the highest officer number achieved in recorded history. The Coast Guard also met its reserve goals for 2025 for the third year in a row, with 777 reservists recruited in 2025.
This comes as the Coast Guard is set to experience greater changes and transition, as a part of Homeland Security Secretary Kristi Noem’s plan, Force Design 2028. The goal is to transform the service into a “stronger, more ready, and capable fighting force.” The plan seeks to establish the first Coast Guard service secretary, remove obsolete programs, and increase its workforce by 15,000.
