Judge Royce Lamberth of the U.S. District Court for the District of Columbia issued a preliminary injunction allowing construction for the Revolution Wind offshore wind project to continue while the companies challenge the attempt by President Trump’s administration to halt its construction.
The project is already 80 percent complete, and the two companies overseeing it have already spent or committed around $5 billion after President Biden’s administration approved the offshore wind development near Rhode Island. The two companies, Danish wind company Ørsted and Skyborn Renewables, claimed that if they waited to continue construction after the resolution of their lawsuit, the “entire enterprise could collapse.”
Judge Lambert held a hearing to decide whether stopping construction would cause “irreparable harm” to the completion of the project, and the companies cited a particular ship that would no longer be available at the end of the year, which was essential for the installation of the wind turbines. The companies also disclosed that a pause on the project would cause millions in losses, and a full cancellation would cause over $1 billion in losses.
“There is no question in my mind of irreparable harm to the plaintiff,” Judge Lamberth said.
