President Files List of Major Drug Transit Countries with Congress

He added four Caribbean nations to the list that designates the producers and transporters of illicit drugs to the U.S.

President Donald Trump submitted the White House’s “Determination on Major Drug Transit or Major Illicit Drug Producing Countries for Fiscal Year 2026” list to Congress this week. While a similar document is filed with Congress each year, this year, President Trump added four Caribbean countries to the list; the Bahamas, Belize, Haiti, and Jamaica.

President Trump noted that a country’s presence on the list “is not necessarily a reflection of its government’s counterdrug efforts or level of cooperation with the United States,” but that his recommendations follow the guidelines outlined by the Foreign Assistance Act of 1961. This law explains that “the reason countries are placed on the list is the combination of geographic, commercial, and economic factors that allow drugs or precursor chemicals to be transited or produced, even if a government has engaged in robust and diligent narcotics control and law enforcement measures.”
